In response to a recommendation of the Citizen’s Committee to develop a “method of allocating and distributing” local funding, the AIDS Funding Collaborative (AFC) was founded by Cuyahoga County, the Cleveland Foundation, United Way of Greater Cleveland and The George Gund Foundation.
